Use gopsutil for cross-platform process detection

Browse Source 
Replace pgrep with gopsutil/v4 for pure Go process detection.
Now fully cross-platform (Linux, FreeBSD, macOS, Windows) with
zero external exec calls. Add Taskfile and test fixture.
